Mary Ellen Duncan has thirty-five years of experience in higher education in New York, Connecticut, South Carolina, and Maryland. Seventeen of those years were in presidencies in community colleges, most recently Howard Community College. She obtained her doctorate from The University of Connecticut.
Dr. Duncan's expertise is sought as a consultant in the areas of innovative leadership and team development, strategic planning, community engagement, board development and relations, legislative relations, quality management with an emphasis on accountability and assessment, fundraising and capital campaigns, and executive coaching. Her accomplishments are evidenced by her success at Howard Community College, completing a $14 million campaign, quadrupling the physical plant, doubling the student body, and receiving numerous quality awards at the state and national level.
Nationally, she serves on the advisory board of Excelsior College, NY and as an executive coach in the national "Achieving the Dream" initiative, working with colleges in Michigan, Texas, South Carolina, DC, Maryland, and New Jersey. She has served on numerous national and local boards of directors including the Continuous Quality Improvement Network, the Community Colleges for International Development, the American Association of Community Colleges, the Columbia Festival and the Howard County Chamber of Commerce.
Dr. Duncan continues to be a speaker at many national conferences and a contributor to journals and books. Her most recent publication is a chapter in Presidents and Analysts Discuss Contemporary Challenges, entitled “Giving Voice: Advocating for the Community College.” She is a partner in Synergies Consulting Group, serving regional non-profits, and techGrowth, Inc, encouraging entrepreneurship and tech transfer, both headquartered in Howard County and the College Brain Trust in California.
