Paul Elsner
Dr. Elsner was Chair of the Board of Trustees for the Educational Testing Service (ETS), serves on the Fetzer Institute's Formation Advisory group, served on the Board of Directors of the American Association of Community Colleges (AACC) and as President of the Board of Trustees for American College Testing (ACT). He was elected to the Board of Directors of the American Council on International Intercultural Education, is a member of the Board of Directors, League for Innovation in the Community Colleges, and also served as League President. He was elected to the Board of Trustees of SIAS International University, Zhengzhou, China 2006. Dr. Elsner also serves on the Board of Advisors of the American Student Association of Community Colleges, the American Council on Educations (ACE) Commission on Leadership Development and the ACE's Business-Higher Education Forum. He has served as a member of the Invest Learning Community College Advisory Board, and is a past member of the Executive Committee of Campus Compact - The Project for Public and Community Service, Education Commission of the States. Elsner also serves on a 26 member commission addressing the new workforce skills sponsored by the National Center on Education and the Economy (NCEE). Among his numerous publications, he has completed as Senior Editor a global survey titled, Global Development of Community Colleges, Technical Colleges, and Further Education Programs for the AACC Press, 2008. Dr. Elsner also served on the Governing Board of the New Standards Project that operated on a grant awarded by The Pew Charitable Trusts and the John D. & Catherine T. MacArthur Foundation. He was appointed to the New York Regents Commission on Higher Education, served as a Board Member of the American Association of Higher Education (AAHE) and for the American Council on Education. He was elected to the Board of Trustees, SIAS International University in Zhengzhou, China 2006. Dr. Elsner also serves on the advisory boards of, Eduprise, Protocol, and the National Governor’s Association and the American Society of Training and Development’s Commission on Technology and Adult Learning. His consultancies and speaking have taken him to China, Singapore, Cambodia, Morocco, South Africa, The Netherlands, Ireland, Barcelona, Japan, the United Arab Emirates, New Zealand, India and Qatar. |

Paul Elsner was Chancellor of the Maricopa County Community College District 1977-1999. He received his doctorate from Stanford University in 1964. Elsner graduated from Harvard’s Institute for Educational management. The Maricopa Community Colleges are internationally recognized for leading-edge performance in technology transformation, workforce training and economic development.
