The service – New Resource Development - has been specifically developed by the Brain Trust to respond to these extremely difficult budget times. Our consultants can evaluate the potential for revenue enhancement in multiple areas of district activities, uncover new opportunities and prepare a comprehensive set of recommendations and action-steps that will lead to a successful conclusion: Creating new revenue for your district.

CBT’s 6 revenue opportunity areas

  1. Optimizing funded FTES through cost effective enrollment practices.
    CBT consultants will work with districts and colleges to optimize funded FTES through effective enrollment management practices while meeting state priorities and improving student success. College and district reviews by CBT consultants focus on scheduling practices, academic calendar, apportionment claims, intersessions, and new institutional strategic directions.
  2. Making your foundation more effective in order to support students and provide increased support for college programs.
    College foundations and development offices are generally among the most under optimized of college functions. They have the potential to provide significant funding streams for student financial aid, specific college programs and general college support, including freeing general revenues for other purposes. CBT consultants will analyze the performance of your college foundation and development office, compare them with high performing units in community colleges of similar demographics and size, and recommend changes to increase performance and revenues.
  3. Recruiting out-of-state and international students.
    Many community colleges have supplemented their sources of revenue by embracing and supporting the educational endeavors of students outside of California. Both residents of other states and international students pay non-resident tuition when they attend a California Community College. In many cases, the revenues from non-resident tuition exceed the direct cost of education because students can be accommodated within existing course offerings. Although special support and recruitment services are necessary for this population, the net result is a contribution to college revenues.
  4. Increasing out-of-state enrollment via distance education.
    A number of colleges in other states use distance education to augment their revenues. By increasing out-of-state enrollment via distance education, your district can not only generate additional revenue, but also use that funding to meet your local mission. Brain Trust consultants will take your district through a four-step process: 1) Assess your college’s ability to provide distance education, including load policies, technology issues, and student services; 2) Identify what classes you want to offer, your target audience and the marketplace’s need for those classes; 3) Develop a plan to deliver distance education to out-of-state students, including the technical and internet requirements, instruction and student services; 4) Develop a marketing plan that addresses the unique needs of the programs being offered.
  5. Increasing local, state, federal, and private grant funding to support your educational master plan and strategic direction.
    Grant funding can provide the financial resources to start up and expand innovative programs and deliver essential services to your community. Evaluating your institution-wide grant portfolio, and its role in your overall revenue growth strategy, is a key first step. To help you, our consultants will ask such questions as: what emerging and innovative programs could be enhanced with grant funding, and what programs or services could move from good to great with grant funding? We will analyze your situation and develop a game-plan for success with the following services:
    • Grant project design & partnership building;
    • Funding source and grant lead identification;
    • Grant writing training for faculty and staff;
    • Grant implementation, budgeting, monitoring, and evaluation.
  6. Exploring opportunities for asset and property development and revenue generation from unused land.
    CBT’s affiliate partner, Pubic Private Ventures, Inc. will assess opportunities for revenue enhancement and mission-supporting development and partnerships on underutilized real estate assets. Possible revenue enhancement projects include faculty/staff, senior and student housing, campus-related R & D and incubator facilities, and joint occupancy mixed-use facilities.

CBT’s three-step process to success

CBT’s New Resource Development Service includes a three-step process to helping your district reach its potential.

Step 1: Assessment of revenue enhancement potential

Utilizing a multi-phased discovery process, our consultants will undertake a comprehensive assessment of revenue generating potential at your district in all or any of the six revenue areas through research and analysis, including consulting with appropriate stakeholders and campus and community leaders.

Step 2: Develop a comprehensive plan to develop new revenue

The comprehensive plan will make specific, practical recommendations and provide a clear action-plan to successfully develop new and additional district and campus revenue.

Step 3: Help your district successfully implement the plan

Once a plan is finalized and approved, CBT consultants can help your district or college successfully implement the plan, monitor its progress and help you take the specific steps to ensure the college meets all its short- and long-term revenue goals.
